USPS Holiday Rates & eBay Bundle Discounts: Protect Your Profit
USPS holiday shipping rates are already in effect. Before turning on eBay bundle discounts, check whether shipping items together saves enough to support the discount. A bigger order can leave you with more profit, but a bigger discount can absorb those savings just as quickly.
These two decisions belong in the same review: what it costs to fulfill an order, and how much revenue you give up to encourage that order. For sellers with free shipping, the connection is especially direct because postage comes out of the item price.
Here is what changed for the 2026 holiday season, how eBay's bundle feature works, and a worked example you can adapt to your own inventory.
Sources checked October 9, 2026. All order examples below are hypothetical, not actual USPS label quotes or universal eBay fee rates.
USPS holiday shipping increases: October 2026 to January 2027
USPS's final seasonal pricing runs from October 4, 2026 until January 17, 2027. Its Postal Explorer price page provides the final rate files and Notice 123.
The holiday adjustment covers domestic USPS Ground Advantage, Priority Mail, Priority Mail Express, and Parcel Select. Amounts vary by service, weight, zone, and pricing type. For example, USPS's published holiday announcement lists these commercial Ground Advantage increases:
| Weight | Zones 1–4 | Zones 5–9 |
|---|---|---|
| 0–3 lb | $0.40 | $0.55 |
| 4–10 lb | $0.65 | $1.05 |
These are seasonal additions, not complete postage prices. Check current label quotes for your actual package rather than adding these amounts to a quote that already includes the holiday adjustment.
For your store review, quote a few representative orders: one lightweight item, two of those items packed together, and a heavier combination. Use the packed weight and dimensions, with both nearby and distant destinations. That gives you a useful working range instead of one optimistic shipping estimate.
How eBay bundle discounts work
You can set percentage discounts for buyers purchasing 2, 3, or 4+ items, including mixed listings. The feature is opt-in. Once enabled, eligible listings are included by default, and new eligible listings join automatically unless excluded.
Shipping is managed separately. An item discount does not itself create a combined-shipping discount. Bundle discounts can stack with sale events and eBay sitewide promotions; they do not stack with seller coupons, order discounts, or volume pricing. When competing seller discounts apply, eBay uses the better deal for the buyer. See eBay's bundle discount rules.
Our recommendation is to start with a small group of products that pack well together and have enough margin. Keep bulky, fragile, and expensive items on a separate review list before including them.
The profit test: does combined shipping pay for the discount?
Compare two outcomes for the same items: selling them separately at full price, and selling them together at the bundle price.
Use this working calculation:
Order contribution = item revenue + buyer-paid shipping − inventory cost − marketplace and ad fees − postage − packaging.
Contribution here means the money remaining before labor, overhead, income tax, and returns. Include those costs separately when deciding your minimum acceptable profit.
Example: two $30 items with free shipping
Assume each item costs $10 to source. Two separate packages would cost $6.50 each to ship; one combined package would cost $8. Packaging costs $1 per separate package or $1.25 for the combined package.
For this illustration, assume a simplified fee of 15% of item revenue plus $0.40 per order, with no advertising charge. This is a modeling assumption, not eBay's published rate for a category. Actual fees can also depend on shipping, tax, category, account, and advertising. Use your own fees in the eBay profit calculator.
| Across the same two items | Two separate orders | One bundle, 10% off | One bundle, 15% off |
|---|---|---|---|
| Item revenue | $60.00 | $54.00 | $51.00 |
| Inventory cost | $20.00 | $20.00 | $20.00 |
| Modeled fees | $9.80 | $8.50 | $8.05 |
| Postage | $13.00 | $8.00 | $8.00 |
| Packaging | $2.00 | $1.25 | $1.25 |
| Contribution before labor and overhead | $15.20 | $16.25 | $13.70 |
| Change versus separate orders | — | +$1.05 | −$1.50 |
The 10% offer gives up $6 in revenue, but postage, packaging, and fee savings total $7.05. The bundle leaves $1.05 more.
At 15%, revenue falls by $9. Savings total $7.50, leaving $1.50 less. The buyer spends more than they would on one item, yet you earn less than you would from two separate full-price sales.
This comparison assumes both separate sales happen. A discount might help move inventory that would otherwise sit, but that is a different decision. Evaluate the lower contribution against holding time and demand rather than calling it a shipping saving.
Find your discount ceiling
Under the example's simplified assumptions, savings before the percentage-fee reduction are:
$5 postage + $0.75 packaging + $0.40 fixed fee = $6.15.
A discount reduces revenue by $60 × discount rate, while the modeled percentage fee falls by 15% of that reduction. To preserve the separate-sale contribution:
Maximum discount rate = $6.15 ÷ ($60 × 0.85) ≈ 12.1%.
That is the ceiling for this example, not a storewide recommendation. Allow room for cost variation and returns before choosing a rate. If the combined postage were $11 rather than $8, the same ceiling would fall to about 6.2%.
Check stacked discounts before the holiday rush
A sale event and a bundle offer can reduce revenue twice. For a simple arithmetic example, a $100 item marked down 20% becomes $80. Another 10% off that sale price brings it to $72: a 28% total reduction, before shipping and fees.
Review the checkout result for your intended promotion combination. Do not estimate margin using only the bundle percentage displayed in your settings.
A store mixing inexpensive accessories with high-value items deserves particular attention. Test the contribution from a basket containing one expensive item and enough cheap items to reach a higher discount tier. Decide which listings to exclude based on that basket's economics.
Set up a controlled bundle offer
In Seller Hub, open Active listings → Actions → Add or Review Discounts, choose the tiers, and check included listings. The app also provides Selling → Bundles. These paths are documented in eBay's setup instructions.
Our suggested launch checklist:
- Quote the combined package first. Include packing materials in its weight and dimensions.
- Choose a minimum contribution. Set a dollar target after inventory cost, fees, postage, and packaging.
- Test several baskets. Include distant destinations, expensive-plus-cheap combinations, and heavier orders.
- Review exclusions and shipping settings. Make sure the intended buyer charge matches your fulfillment plan.
- Check newly listed inventory. Add a bundle-eligibility review to your normal listing workflow.
- Compare estimates with completed orders. Record the discount, label cost, actual fees, and contribution.
After an initial small batch of orders, adjust the offer using the results. More units sold is useful only if the money remaining supports the work and inventory involved.
Common questions about holiday bundles
Will one package always cost less than two?
Quote both options. The combined package may need a larger box, more protection, or a different service. The example's $5 postage saving is an assumption to replace with your own numbers.
Should sellers with buyer-paid shipping use the same calculation?
Include both the shipping revenue and shipping expense. If you pass all combined-shipping savings to the buyer, that saving is no longer available to fund an additional item discount. Compare the complete order totals.
What happens if a buyer returns part of the bundle?
Under eBay's return rules, retained items are repriced according to the tier they still qualify for, and the refund is calculated accordingly. Keep a return-cost allowance in your margin review.
Make holiday discounts a profit decision
USPS holiday rates and bundle offers both affect the same number: what you keep after the order ships. Review them together, with real package quotes and a clear contribution target.
Our earlier USPS shipping-cost update explains why small postage changes deserve attention. If you also promote listings, review advertising costs before setting discount tiers.
